Assessing a Point Dume Parcel's Wastewater Capacity Ahead of Sale

A underwriting profile for a Point Dume residence where onsite wastewater capacity and prior coastal permit history, not the existing house, defined the site's rebuild ceiling.

This acquisition profile examines asset strategy, underwriting method, transaction structure, and value-creation considerations. Counterparty and pricing details are not disclosed.

    Overview

This profile involves a modest single-family residence on a Point Dume parcel whose onsite wastewater treatment system, installed decades ago, effectively capped the scale of any future replacement home. The owner had been advised informally that the property might not support a larger rebuild, but no current septic evaluation existed. We underwrote the site around its documented wastewater capacity and prior coastal permit history rather than around the existing structure's condition, since those two factors set the actual development ceiling.

    Market Context

Malibu properties outside the sewer service area, including much of Point Dume, are constrained by onsite wastewater treatment capacity in a way inland lots are not, and that capacity — not lot size alone — often governs how large a replacement residence can be. A parcel with an approved footprint and an established wastewater system already carries entitlement value that a comparable vacant lot would have to re-establish from the beginning, which is why an aging house in this submarket is frequently worth more as a permitted position than as a structure.

    Valuation Approach

Residual land value was calculated from the replacement residence size the existing wastewater capacity and Local Coastal Program footprint allowance would support, net of demolition, hauling costs governed by Pacific Coast Highway access constraints, any required wastewater system upgrade, and the carry period associated with California Coastal Commission and Malibu local coastal permitting. Because the site's onsite wastewater system had not been recently evaluated, we commissioned our own assessment rather than making the offer contingent on the owner producing one.

    Key Considerations

Coastal Development Permit history, any nonconforming footprint or height rights tied to the existing structure, and the parcel's Very High Fire Hazard Severity Zone designation each affected both achievable replacement scale and required rebuild standards, including fire-hardened construction and defensible-space requirements. ESHA mapping and setback lines adjacent to the bluff were also reviewed, since environmentally sensitive habitat designations can constrain buildable area independent of zoning.

    Timeline

Wastewater capacity and coastal permit history were resolved before an offer was extended, allowing the written offer to carry funding and due-diligence conditions stated in each offer and no subsequent re-trade once diligence was complete. The owner selected the closing date, and the transaction closed within the firm's typical range of 21 to 30 days reflecting the additional time required to review coastal-zone documentation relative to an inland parcel.

    Outcome

The owner transferred a property whose rebuild ceiling had never been formally documented, avoiding the cost and delay of commissioning a septic and coastal-permit review before finding a buyer willing to act on the result. AceStone Capital Group completed that diligence as principal and closed on the parcel's documented wastewater and permit position rather than on the condition of the existing house.
